Alabama new tax lien auctions

After purchasing and hold a tax lien certificate for 3 years and paying the following years taxes of the 3 years. Will it be like turning in a tax sale certificate to the revenue office after 3 years , paying I think $10 and receive the tax deed if the owner down redeem or do the tax lien holder have to hire an attorney to do a quiet title to have it turn into a tax deed or will the revenue office pay for the quiet titles?
