Profit through tax overages

Does anyone know if that's a real business within real estate? The webinar was through REI club. The speaker said that I can help homeowners get money back from the govt and charge the owners a fee from that refund. Houses are sold in tax auctions for more than their values. Primary owners are entitled to the difference from what they owed in taxes and what the govt got from selling the property. Is that true? Of course I have to pay 1500 dollars to get the system to find owners who can get refunds. I don't have the money so I'm in no hurry to sign up. However, I wonder if that's really a business I can start.
