Wholesale advice on pre forclusure??

Hello BP, I’m looking for my first wholesale deal & seeking advice on how to move forward. Here are the details:

I came across a FSBO sign via the referral of a bird dog.. I looked up the address and it's a vacant lot. I looked at the property right next to it and it says it's in pre foreclosure. I'm wondering if the lot is owned by the owners of the house that is in pre foreclosure because there are cars parked in the lot with a gate as a driveway. Even though I saw this while using google street view, I'm going to go drive by the property later on.

But what do you guys think? Do you think this is a good wholesale opportunity granted that the lot is owned by the next door owners that are in pre foreclosure.. or maybe if it's just the lot that is FSBO & the pre foreclosure house as separate wholesale projects? What steps should I take going forward if I should at all?
