Question about Tax lien sale

Hi I have been looking into tax lien sales and was hoping to get some insight from everyone here. I was looking at a property and it is listed on the Harris county website saying that the minimum bid is about 10 grand when the property value is over 200 grand. I also saw the property listed on Zillow for sale for 245 grand.

So my questions are..

What does it mean that it is listed on zillow?

And

If by some miracle you buy the property for the minimum bid price you would get it for 10 grand?

These are probably stupid questions but I have them and it doesn't hurt to ask
