Is there a tax break for wasteland ownership, the same way there is suppose to be a tax break for CE ownership

Also , I see this one guy who has many entities, he buys all kind of lots and deeds them to one of his other entities or trusts as a CE Conservation Easement, then loses them for the taxes seemingly on purpose because it is constantly steadily happening. Is that just a calculated tax break scheme that is legal through the loopholes? Whats more is if someone comes behind him and wants to remove it from CE. , and this guy has already lost it, he wants $$500.00 to start the research on it.
