Have you ever bought property on the courthouse steps and found either "fees, charages, and expenses of the Trustee" and or that you could not get a clear title to the property?

You must know your state's foreclosure process. You must either know how to check title or (better) a title company that can run title quickly. In a worst case, you could buy a property but have only foreclosed on a second mortgage.
Yes, you can absolutely end up with a property with other liens.
