What in the world? Have any of you seen this before?

i am looking at a REO on MLS with the following note:

""REO. Not a short-sale. Buyer is aware that property currently occupied with no access. Cash offers only. Seller may not be able to convey possession at the time of closing. Eviction proceedings may have begun. To make offers or for additional information, go to [REMOVED]." Cash only buyers-no contact to be made with occupant-customer support #REMOVED. Home can not be shown. Sold "AS IS". "

I have never seen this before. the listing agent said the buyer can not even go in the house until he has bought the house. And even then if the occupant is not in the house then the buyer has to take over the eviction process. this is the craziest thing i've ever seen.
