Online Auction Scams

Has anyone noticed this scam of people bidding on the auctions and walking away in order to delay the sale?  I've noticed in a few counties that the same people bid on auctions and walk away.  They lose their deposit, which is minimal, but it delays the sale because it has to be rescheduled.  These people are supposed to be banned from further auctions but I don't see that happening.  Anyone else notice this or other scams occurring?

I doubt that it is a scam. I know Some people bid and later realize that there are additional city liens, taxes or house is in worse shape then on google maps. Basically they do due diligence after they win the auction and sometimes it's smarter just to walk away.
