Short sales question about from Ga to Va

I have word that there are three short sales with good numbers in the Norfolk/ Chesapeake area of VA. I am trying to figure out what, if anything, I can do about this intel. I just started farming in that area, and my boots on the ground also works in a bank. I have no other contacts. No closing attorney, or title company, no cash investors, and no wholesalers to possibly JV with. Any help or advice is appreciated, as long as its constructive.
