Finding current owner

There is a house near us that has been unoccupied for years and generally looks like a pre-foreclosure.  I looked up the tax record to find the owners and they are listed as still living there.  I've searched every other record I can think of searching as well as a general Google search.  Any other suggestions of where I may find an address for them?

1. Talk to neighbors

2.  Look for obits

3.  Search internet

4.  If uncommon surname, look for others nearby with same name

5.  Check Register of Wills department

6.  Where are tax bills going, if to house are taxes delinquent

7.  Who is cutting grass or shoveling snow?

8.  Send letter to owner at house with "Address Correction Requested Do Not Forward" written on outside of envelope.

9.  Hire a Skip Tracer

10.  Check criminal records

11.  Check prison inmates state and Federal

12.  Check for state drivers license, some states don't release this info
