Withdrawing and Re-offering on REO

Currently have an offer made on an REO property. Just found out I have a rather large bank account with this bank that owns the property. Could I withdraw my offer (not currently accepted) and add some form of condition saying I may get a mortgage directly through this bank (to help sweeten the deal)? 

Also, would it be advisable to tack on something about this bank paying 3% towards closing even though I did not include that in my original offer?
