Buying a tax lien property for personal use

Does anyone ever buy the tax lien/deed on a property for personal use (i.e. to actually live in the house)? If not why not? Another question is just from personal experience from those who have bought tax deeds how often do the original owners exercise the right of redemption. I know each situation will be different, but I'm looking for personal anecdotes. There is a house that has been vacant for a couple of years that is in moderate condition and it has never been listed for sale. When I checked the county, the taxes are delinquent two years. I'm considering buying it to and making repairs to live in it.
