Questions on probate

I found a property wherein the owner died 2 years ago with no will. The decedents of the deceased were living in the property and paying on the property until recently. Once the notice of default was filed, they abandoned the property. Search of the deed indicates the deceased on title. My question is, if the foreclosure is not final, who owns the property? Can the dependent so lay claim to it?
