Approaching USDA to help Fund Building of HUD Housing

Greetings! I am looking to approach the USDA to assist (by help funding) the building of a number of multi-units in a rural Texas town that has a waiting list for subsidized housing. I don't have any experience dealing with the USDA and looking for some wisdom and guidance how to most efficiently and successfully navigate dealing with them. I am an experienced developer and have a solid portfolio to enter the process. Thanks in advance!
