Pre foreclosure, listed with a realtor?

Got the list of foreclosures going to the steps in August and was googling them and on some there is a realtor advertising them, what would be the best way to either get the agent to dismiss the home so I can save the pre foreclosure via take over payments subject2

Or should I just tell the agent what I can do to help the owner and let him either accept or deny my offer (considering it won't be idiot the agent I have a gut feeling hell just tell me to move on) 

ANY ADVICE WOULD HELP :)
