Putting in an offer - I NEED ADVICE!
There is an REO property on the MLS, the notes say that it's only available to owner-occupants for the first 15 days of the listing, so in 5 days it should be available to investors....
MY QUESTION IS: is there anything in the meantime I should be doing to in order to get my offer in before anybody else?

Other than considering moving in, not really.
Being first doesn't matter much anyway. The bank will typically look at offers for a period before responding to any of them. Just make sure your offer is in on the first day that it is open to bidders so you are part of the conversation in a multiple offer scenario.
Good luck.
