Few passes of REOs now ready to make offers

I have walked thru more than 10 REOs for someone else, I think I could create a sweat equity during the rehab, I think my best equity lies during the construction part of it. Now credit is not that good, and cash are all strapped at government projects. I want to partner with someone, perhaps for education and profit. Someone with experience in flipping REOs in LA is preferred. Am I looking for equity partners for during the purchasing and selling or do I use equity partners just to do the equity during the purchase and it's my job after that? If not an equity partner, what kind of partner am I looking for? Is there any other type of partner out there? I could offer everything after the purchase and fund rehabs, but I am looking for someone who will take care of things before that. How do you guys structure it?
