FHA loan with Hud forclosure

I have a property I am interested in and wanting it for my personal home. I have FHA financing with Florida Bond money for the down payment, I can't get 203k on top of the bond money. Can you look at the report and let me know if this looks like something that could pass for FHA. I also want to know what could cause the pressure test for the water to be bad and what can I do to narrow down the cause. This home is in a good area with schools and work. Should I pursue this home or am I wasting my time? Any other opinions are welcome.
