How do I buy a....

My wife was out getting dinner the other day and saw a distressed property. She immediately called me and we went to work. Come to find out this property was foreclosed on in 2013 and is owned by BOA. My question is simply this, how do I buy this property? There is no agent listing it, it is not on MLS, it has sat for 2 years and shows no signs of being listed any time soon. Can I call the bank listed as holding it and make an offer? Please help!

you can call the bank, though usually its hard to get to the right person.  There is a BOA property next to my property.  BOA came and changed the locks, boarded the windows and put up signs saying BOA property, with a phone number.  I called the phone number and the BOA employee said we don't own a property at that address.  and he was actually right.  the house has been in foreclosure for TEN YEARS, but BOA has never completed the foreclosure, so technically they do not own the property.
