highest and best offer

I put an offer in yesterday and the listing agent is now asking for my highest and best. He's being kinda shady because first he said there were no other offers but one was coming in soon, then he said another offer came in about two weeks ago. Is he lying about the multiple offers just to get me to go up? Also how can I make my offer look better besides a higher price? More earnest money? Quicker closing? Please help, I need to give my offer today.

Just got my 4th REO in the past 45 days under contract (3 are already closed and number 5 is coming in a couple days). As to highest and best, which was a part of EVERY deal except for 1, here's a hint: cash, financed, earnest, days to close, good karma and a free slice of cherry pie at closing - none of this matters. It's all about the bottom line, even if it's down to 20 bucks. That's all. Asset managers are employees that report to a manager over them and fill out a financial report to make themselves look good. If you can make them look 20 bucks better, it's you.
