I properly recorded a second mortgage on a property. The first mortgage holder sold the property in a foreclosure sale without any notice to me. Is the sale proper? what can of notice was I supposed to receive? how do I fight it?

This depends on the state the property is located in.  In some states constructive notice, essentially posting in a newspaper with adequate circulation, is sufficient for junior liens.  Where is the property located?
