Purchasing Foreclosure

Condo association foreclosed on a unit over 1 year ago. The owner trashed the unit before they left. The bank is finally foreclosing on the unit at the end of this month. Would it be best to contact the banks attorney prior to or after the foreclosure to convey my interest in purchasing the property?
