Financing on Commercial Land

I have an investor that owns a 2 acre parcel of land near the attractions in the Disney area of Central Florida.  he is looking to finance for some cash out to build a branded hotel on it.    He has built branded hotels before and also has other hotels and multifamily in his portfolio currently.   Great borrower - I just want to know what the terms would be, of course, with awareness that if anything doesn't fit my description above perfectly, those terms might move a bit.... Why is he going to refinance to take cash out to build something on it ? Have him take a construction loan which would be similar and will have flexible terms. Also commercial loan is very much negotiable ...
