How to get businesses into store fronts

Hey BP,

I'm currently looking into a commercial strip mall. In doing my research I have found that the current landlords are charging well below the local area average for rent prices to the six or seven businesses that operate within the mall. If I were to purchase this property and raise the rent, I feel as though there is potential some of these businesses will leave. What is the most effective way to raise the rent and get the tenants to stay, or, what is the most effective way to find new businesses to rent space in my complex quickly?
