Where can I find REAP buyers??!

Hi, guys

I'm really new to this industry and I think I got my self into lil mess.. please help me out. 

Currently, I'm dealing with this REAP property in South L.A, it is a mixed used property, 6 retails front and 7 apartments in the back. All the violation has been fixed except the certificate of occupancy. City wants 7 apartment units to convert back to original 18 single units. 

I have pitched my deals to couple investors but nobody wants to deal with REAP properties. It seems like I really need to find buyers or players who just buy REAP properties. 

I'm having a really hard time connecting to REAP buyers...where do I find them? how can I reach them?  is there like a website or networking event that REAP buyers go? who should I talk to in order to reach these guys?!
