What is a Master Tenant?

I came across a listing for a 16 unit apartment building that has some potential. My question is, one of the listing highlights is a “Master Tenant”. I have not come across any great explanations of how this would work in a 16 unit.

The Master Tenant guarantees occupancy, and pays half the utilities. Does anyone have any insight on how this works?
