Development Opportunity Bay Area

I currently have a development deal that seems great in the Bay Area, it’s a land ready opportunity to build on a 22 lot luxury homes. I would like to know if anyone knows about how to take this deal to the finish line. This is new to me I mostly focus on fix & flips so this one has great potential. Hope anyone with knowledge on development can help. Thanks in advance.
