How to approach possible absentee owner

I came across a house in a nice area of NJ that looks pretty distressed compared to those around it. Did a little research, found the owners name and after a quick google search looks like the person has a current address in NYC.

What are some strategies on approaching the owner about buying the property. Do I mail a letter? Call directly? Feel them out and see if they can be convinced to sell?

Appreciate any help.
