Buying from heirs with one out of country

I have found a property to purchase for BRRRR project. Owned by 3 siblings (inherited). 2 of 3 ready to sell. 3rd lives in Australia and won't sign to sell. Pretty sure he has given up US citizenship, but not 100% on that. What are the legal options? One sibling says they talked to a lawyer who wanted $5000 up front with no guarantees. Thanks!
