Can I use a FHA Loan or VA loan on a Apartment Complex?

So I know that you can use a FHA loan to buy a property you live in. So Can I use it to buy a 2.5% FHA loan to buy a apartment complex so if the apartment complex is 1,000,000 I can put down 25,0000. Will this work?
