You won't be able to answer this subdvision question...

I want to purchase a property and subdivide it. The access road to the property runs through the neighbor's property. When the neighbor purchased his property, be bought it subject to said right of way. In order for me to subdivide, I need to widen the right of way from 30ft to 45 ft. The neighbor knows my plan and is on board with this. The right of way was an agreement between many people in the area before the neighbor bought his property. What are my options here?
