Minor fixer uppers with add ons- How to go about it?

Have been looking at multiple properties in SDSU area that are minor fixers. They all have un permitted add ons and Im not sure the best way to go about it if I am interested as I dont want a huge expense coming my way if the city does not approve. Any ideas to be safe and manage risk on this?
