Rentals in OOS "C" areas

Still finding my way and I would like input on buying cheaper properties in less than desirable areas. While finding the ultimate deal in prime areas is the goal, it's not always realistic for a newbie on the first deal.  Everyone needs housing so, please advise on your thoughts of buying properties in these areas for OOS rental. My thought process is, start off with a less expensive property, work out the kinks in my methodology, and have a lower risk while building my knowledge and confidence.  I am refining my criteria and want to make sure my thoughts are sound.
