Is it possible for me to do cash out refinance

Is it possible for me to do cash out refinance on my investment properties? My credit score is currently low though around 590 due to usage of credit cards recently. Please advise. If i get cashout refinance I like to pay credit cards to increase my score and get rid of too much 20% interest rates charged by credit card companies. Which type of banks does this around Atlanta area. Please advise.Thanks in advance.
