Purchasing A Property that Has a Cloud on Title

I'm trying to purchase a property that seems to have a clouded title. But upon further investigation, the document (a P & S Agreement) that has been recorded only has been signed by the buyer and not the seller.

Is this a solid cloud on title? Can someone cloud the title with only the buyer's signature on a document? I thought it wasn't an agreement until signed by both parties.

How can I remedy this situation so I can purchase the property?
