What should I do about seller taking to long?

I am in last step in closing process and tomorrow. I should be signing papers and closing on the property. We gave the seller a list of things to fix in the property prior to closing such as broken window and open hole needed closed on a wall. The seller did not fix any of the problems and we were suppose to close tomorrow. The big issue though is the city does an approval inspection to turn on the water, sewage, and garbage. I will not pass the inspection due to the seller not fixing the issues. What process if any should I do or should I even close tomorrow?

1) Read your contract ... what are the conditions?

2) Follow the contract ... what do the clauses say on failure to perform?

3) What did your broker have to say about your questions?
