Buying from collection agencies?

I was gathering a list of property owners in search of off market deals and came across a small commercial property with a collection agency registered as the owner.  The property was for sale about 8 months ago and currently has a for rent sign up but I never did follow up to see who owned the property.  I figured since a collection agency is registered as the owner now, it may be distressed and therefore a significant opportunity.  Does anyone have knowledge about the collection agency industry or how you should go about getting deals from these firms?  Thanks!
