Investing in Baltimore, MD

I am new to REI. I currently live in Dallas Texas. I have been analyzing houses in DFW for the past few months and it seems almost impossible to get good cash flow and COC return on investment because houses are expensive and taxes are really high. I am planning to invest in Baltimore, MD. I am interested in SFH but preferably duplex-fourplex. I would prefer houses that are not very old. I would appreciate recommendations for B or C areas/cities to invest in. Also, recommendation for a very good investor friendly realtor will be appreciated.
