Construction Shut Down New York

Recently the state of New York shut down all non essential construction projects due to Covid-19. Has anyone dealt with this? I’m in Syracuse NY area. I’m in the middle of a few rehabs and my contractor asked me today if we should continue and risk getting fined. From what I read, it seemed geared towards NYC and large commercial projects with many employees. Not a little guy like me just doing a few apartments with a crew of 3 guys. Also, my contractors crew is his family that he lives with anyways so this seems especially dumb. Is everyone else stopping or continuing?
