Property in Ocean Springs (Out of State Investor Education)

I'm an out of state investor looking to buy duplexes in the Biloxi, D'iberville, Ocean Springs area. I saw properties around 2412 Felicity St, Ocean Springs, MS 39564, but there seem to be red flags:

1. The development has several vacant lots (more vacant lots than homes) for over a decade.

2. Many of the duplexes are being placed on the market.

3. SFHs in the area are in foreclosure.

4. The duplexes are Section 8...not sure if this info mattered, but I'll add it in.

There seem to be several red flags, but I also want to use this as a learning opportunity on how to determine when areas may have had its run and it's time to move on. The rate of homeownership is extremely high in Ocean Springs (72.3%, 2018 Census). Maybe this is why Section 8 became an option? I'm not sure what other metrics I should consider.

Any help would be great!
