Austin or Other potential cities for Cash Flow

Newbie Investor. Goal is Cash flow. With all the crazy home sale prices & property taxes along with other expenses in Austin, Tx area, the cashflow doesn't seem to be possible anymore, unless I am missing something. Couple of questions,

1) Are there any RE investment opportunities (MultiFamily) in Austin and surrounding areas for cash flow? If so, how should I go about finding these, don't see any in zillow. Is realtor MLS, the only way to find them?

2) What are the other potential cities that would fetch good cash flow?
