Investing in Hagerstown, MD

Two years ago, there was a thread here called "Another reason not to invest in Hagerstown, MD".  I stumbled across it right when we were about to put an offer on a duplex in that city, as first-time investors, for cash flow purposes. 

My question is:  Is is STILL a bad idea to invest in Hagerstown??? Has the government lifted any of those difficult loopholes, like the dual-tiered taxes and the strict crime policies, that were being complained about in that old thread?  Should we look elsewhere (and where?)

I know markets change, but I don't know how to find out if they have for the better.  Any input would be immensely helpful, as we literally were about to make a purchase--when I found that thread and stopped in my tracks.

I have great property managers in my HT apartment building. All I do is collect the checks. My only issue is it was built in the 1800s and the maintenance seriously breaks into my cashflow at times. When it doesnt, I have zero complaints.
