Retired. 403B withdrawal. CALIFORNIA

Hello all,

I currently have an investor that is retired and 65 years old interested in using his money from his 403B to invest in real estate San Diego, CA, which is where he lives. He has the capacity to buy the average house in San Diego, in cash (although he is not restricting his opportunities to just that if there are better options). While he will be talking to a professional, we wanted to see if anyone here has experience with withdrawing from a 403B to invest in real estate, or has helped someone do so. 

What is the best method to go about this? 

How can we alleviate taxation?
