I would like to make a cash offer on my neighbor home but how?

So my Mom inform me, my longtime childhood neighbor just passed away , back on South Carolina. She didn’t have much family except for some nieces & nephews out of state , which I think are the beneficiaries of her estate , I was wondering what would be the best approach in putting a offer on the home ? How long should one wait , & how should I approach it, so I just send a letter , I really don’t know this sounds horrible to even ask, it’s just that this is a property I’ve always wanted, & a opportunity has possibly presented itself , so I’m looking for tips on the best approach without coming off like a episode of American Greed 😬
