Worth a slight premium to get adjacent properties?

It seems like I run into this situation on occasion, just wanted to get some opinions on it. Often times with mostly B or C class multi-family places I run into situations where older houses are adjacent and have become dilapidated to the point that they (at least in my opinion) weigh negatively on my property.

I currently have this situation going with one of my best quadraplexes. Older couple lives immediately adjacent...1930’s house in relatively poor condition. Made a “very fair” offer of the realistic market value which was declined in favor of 15% more.

So what are the opinions? I’ve handled it both ways in the past with no real regrets either way. Only other folks in the market for a house like this in my area are other investors or the folks that will be a real thorn in my side.
