203k loans for second multi-family purchase

In August of 2018, I bought a two unit multifamily in NJ. I  Live in one unit and rent the other.

I now want to buy my second multifamily and looking to buy it in the same area, as it is convenient for me to commute to work.  

What loan product I could use to buy the second two family unit. I am looking to buy a two family unit that may need some work so was thinking of a 203k loan. I was looking to put at the most 10% down for the second purchase.

I spoke to some lenders and they were telling me I would need to put 20% down, as this would be an investment property.

Looking for some advice. would really appreciate it.
