Advice On buying foreclosed properties in a competitive market

Hello, Does anyone mind sharing some advice on how to get a property under contract in a competitive market for a buy and hold property on the MLS. Should I make a bunch of low ball offers on as many properties that fit what I am looking for or should offer on 2 or 3 that are the best ones.

Someone that has been buying foreclosed rental property's for a long time what is your strategy for purchasing your properties how do you successfully get properties under contract when there are a lot of investors in the market? Any advice would Be great Thanks.
