Wilmington DE vs Philadelphia - bureaucratic nightmare
I am planning on investing more in both. I will buy fix and rent out. I have heard violation/permit/ inspection nightmare stories from both. It seems like the license and permit office in Wilmington is a bit better (less croweded and just easier and friendlier) ofcourse it is a much smaller city. I'm scared of even entering L&I Permit Services- MSB Concourse in Philadelphia.

I like to think of it this way; the harder it is, the higher the barrier to entry, meaning once you've learned the process, you're that much farther ahead of the competition that is afraid of that process. I don't have any experience with Wilmington, maybe @James Masotti can chime in? Philadelphia can be as bad as you hear but it's just a cost of doing business. They're not out to get you but they're not really out to help you either :)
