Which banks will refinance a 35k cash condo purchase?

I bought this condo unit which seemed to be a great deal for 35k and paid cash for it.

My thought was that I could refinance out the equity to put in another deal.

But I cannot find any banks to give me a loan for the equity I have in the property.

Any ideas on which banks do these types of small deals?

I am thinking of selling if I can’t get it refinanced... any ideas will help.
