Recommendation to get bank owned property

We're looking at a property that's bank owned and has been vacant for 3 years.  The house is in such bad shape that the insurance company recently made the bank replace the roof.  The bank declined our offer with no counter offer.  This was the 6th offer in the past 45 days since the property has been back on the market.  What's the best method to get the bank to understand the poor condition of the property isn't going to bring what they feel it should?  Better question....what's the best way to buy a property from a bank?
